Rusting rear wheels

My John Deere 4400 is equipped with R4 tires. The rear wheels do not drain off water. They are beginning to rust at the connection of the dish and the rim. As are the tires, the rims appear to made by Titan. Any suggestions?

clean off rust,dirt,grease, whatever very very well use automotive grade seam sealer and touch up with paint. ....
